DA increases prosecution of intentional auto violations causing injury

An Orange County Superior Court Judge is presiding over Kenny Minh Phan, a man from Fountain Valley facing a possible 13 year term in prison if convicted. He is charged with misdemeanor vehicular manslaughter and felony hit-and-run causing great bodily injury.

OC Deputy District Attorney Jess Rodriguez’ spoke during opening remarks and claimed that Phan made a “conscious, reckless decision to run a red light and then smash into another car”. If that is not bad enough, he tried to run away, leaving the other driver critically injured and who later died at the scene.

Richard Lauvao was nearly decapitated by his seatbelt due to the great impact of the collision. The accident happened near the Santa Ana- Garden Grove border in the heart of Orange County. Phan was identified by DNA evidence that he left in his Honda Accord.
