The OTS compares the accident data of cities with populations of a similar size, giving those with the poorest records the highest rankings, starting with 1st place. That year, Perris ranked 75th out of 102 cities with populations of between 50,001 and 100,000 for its incidence of fatal and injury pedestrian accidents.
