Some time around 12:30 p.m. today the driver of a tow truck struck a mother who was pushing her two young children in a stroller through a crosswalk. Under the influence of drugs, the driver did not notice that he was dragging the children down the street. Bystanders were able to flag him down, at which point he stopped the vehicle. The pedestrian accident occurred in Oxnard. The mother and her two children are receiving treatment at Ventura County Medical Center. Police have detained the driver.
